A conversation with the deputy inspector of vehicle and service inspection and review of ISQI’s activities in the field of quality.

Today, many competitions are felt in the world’s automotive industry. However, the category of quality has always been considered one of the priorities of this industry, and with increasing sensitivities governing it, it also includes its own struggles.

Therefore, with Mojtaba Ostad Rahimi, who has 33 years of work experience in the field of car quality, and who, using his valuable records and experiences as the vice president of car inspection and the services of Iran Standard and Quality Inspection Company, accompanied this collection in the path of creating and monitoring quality.   • Rahimi, it has been a few months since you started working with ISQI Group. As a first question, what is your opinion about the effects and extent of authority of this group on the country’s automobile industry?

ISQI company, with its scope of activity in the whole of Iran and some neighboring countries, in addition to using extraordinary capacities such as capable workforce, up-to-date and ready hardware and equipment, has the ability to play a stronger role in the growth and development of various industries, especially automobile manufacturing.  Although we are currently witnessing such a role from this company, nevertheless, it seems very necessary to review and review some current procedures in order to make these measures and instructions more effective.

  • How do you evaluate the capacity and capabilities of ISQI in the field of car quality and standard?

Currently, this capacity and capabilities cannot be compared with any of the similar domestic companies, which is indicative of a very large and significant gap in the leadership of this sector of activities. There are also ongoing investments and programs aimed at meeting the needs that continue to be met abroad. This issue will bring great achievements in terms of money, time and knowledge.

In addition, in parallel with the development of automobile manufacturing in the country, including electric cars, necessary investigations have been carried out so that a significant part of the tests and tests related to it can be implemented in the country.

  • What programs do you have in mind for your field of activity in Iran standard and quality inspection complex?

One of the most important added values in the activities of this company is increasing customer satisfaction in the field of product and service quality. Therefore, the activities that are being implemented in this field in different areas of the automobile industry and its entire value chain must be aligned so that through this alignment, synergy and tangibility, the increase in customer satisfaction for the society will be achieved.

For this purpose, there should be close interactions with the component manufacturers so that the input of the car manufacturers is qualitative, inviolable and acceptable, and they can satisfy the customers by producing defect-free products, as a basic need.

Based on this, the current activities of the Iran Standard and Quality Inspection Company, in addition to car evaluation, should be focused on processes such as design, production (COP) as well as component manufacturing processes and mother industries, which will be sent to the Ministry of Industry, Mines and Trade and governmental organizations will speed up the path of this improvement and development.

  • In your opinion, according to the current situation of the country’s automobile industry, which regulatory area should be prioritized for implementation and seriousness? (Pollution and environment, crash test, parts quality, customer satisfaction, after-sales service, etc.)

In all industries, including the automotive industry, there are two very important flows from customer to customer. These two currents are always complementary to each other, and in a competitive economy, the weakening of each leads to the destruction of the organization.

The first stream of product development and design is derived from the needs of the market and customers, which leads to new or improved products, and the second stream is the production of products at the customer’s request, which are delivered after the supply of parts and assembly by the automaker. In both of these streams, the design department, about 35%, and the parts making process, about 30%, play an effective role in the formation of quality. Based on this, the closer the monitoring and control activities are to the beginning of the automobile manufacturer’s value chain, the more effective it will be and the lower the costs will be. In fact, before a defect occurs, it should be predicted and the probability of its occurrence reduced to zero. So, in short, in answer to this question, first the design process, including the crash and emissions test, then the parts, then the car manufacturer’s processes and at the end of the after-sales service, they are respectively in the priority of monitoring, which results in customer satisfaction.

  • As one of the renowned pioneers in the quality field of the automobile industry, you have registered the activity in the field of automobile manufacturing in your brilliant resume. Now that you are in this field from the position of overseeing the country’s automobile industry, what solutions do you offer to automobile manufacturers for the advancement of the automobile industry?

Improvement and improvement of quality in the automobile industry requires the determination of strategy, planning and, more importantly, continuous follow-up at the highest levels of the Ministry of Industry, Mines and Trade, which requires the alignment of activities and macro policies of parent organizations and industries related to this industry and in my opinion, the formation of a headquarters in the Ministry of Security and continuous follow-up of all these programs and trends of indicators will be very effective, even though this headquarters was held in the past periods as well.

In this headquarters, the following important issues can be followed up.

  • Establishing effective and efficient supervision in the development stages of new products and the strict implementation of the existing procedures of automobile manufacturers
  • Establishing effective and efficient supervision in the stages of part development and part production at the parts makers’ place
  • Grading of component manufacturers at the national level by a third company
  • Evaluating the new products of car manufacturers before entering the market to ensure access to the quality goals set for each product by a third party.
  • Homogenization of the existing industrial environment of the company and creation of managerial stability
