Automakers need to obtain various permits from the relevant authorities in areas such as environmental protection, safety, fuel consumption, and others in order to offer their products to the market. These permits are granted after demonstrating compliance with safety and environmental requirements in their products, allowing them to enter the market. In this regard, automakers and/or importers are required to obtain a vehicle type approval permit from the National Standards Organization of Iran. The type approval permit is issued based on the technical requirements of EC/46/2007.

It should be noted that the basis for vehicle type-approval standards is European and ECE standards. According to the latest decision of the National Standard Organization of Iran, the number of vehicle type-approval standards was revised to 85 titles in 2017 and these standards are currently in effect.
*Conformity of Production (COP):
Conformity of Production (COP) inspection refers to the set of inspections and monitoring activities carried out to ensure that mass-produced products conform to the prototype that has previously obtained type approval certification. Conformity of Production inspection consists of two sections: “Initial Assessment” and “Periodic Assessment.” The Initial Assessment is carried out during the type approval process, after the review and approval of the relevant documents. Its purpose is to ensure the existence and implementation of quality management systems, the existence and implementation of methods and procedures that ensure effective control during production, as well as the inspection and control of the produced sample against the prototype.
Periodic assessments are carried out after the type approval certificate has been granted and during the mass production of vehicles. It is noteworthy that this process was announced by the National Standards Organization of Iran at the end of 1391 and was fully implemented by inspection companies from the second half of 1392.
As a leading company in this field, Iran Standard and Quality Inspection Company, in addition to assessing the production processes of domestic companies, has also conducted Conformity of Production assessments for several foreign companies, including SouEast, DongFeng, King Long, Proton, and Chery.

Following the development of the vehicle conversion standard in 1388 (2009), its promulgation by the then Ministry of Industries and Mines, and the mandatory implementation of vehicle conversion inspections, Iran Standard and Quality Inspection Company (ISQI), which played an effective role in developing the aforementioned standard, also began inspecting vehicles in this field and submitting reports to the Ministry of Industry, Mine and Trade. The purpose of this process is to address the existing deficiencies in the conversion of incomplete vehicles for the transportation of goods and passengers and to bring such vehicles under a defined regulatory framework.
As the most active company in this field, ISQI currently works with many vehicle conversion companies.
*Standards Development
Since 2003, it has developed more than 700 standards in the fields of vehicles, motorcycles, agricultural, forestry, and road construction machinery, and aerospace. Of these, more than 80 standards have so far been made mandatory by the National Standard Organization of Iran. Among the most important are the complete set of vehicle type-approval standards, type-approval standards for agricultural and forestry machinery, and some of the motorcycle type-approval standards.
Following the development of the 55 EEC standards in 2003 by the Engineering Affairs Department and receiving the Best Standards Developer Company award in the same year, the Standards Development Department of the National Standards Organization of Iran expressed its interest in continuing cooperation in this field, to the extent that the company has been invited to participate and provide input in all meetings related to the development of new standards.

*Machinery Type Approval (Agricultural, Road Construction, and Mining Machinery)
This activity in the field of type approval of road construction and agricultural machinery began in June/July 2012. However, road construction and mining machinery were removed from the list of products subject to mandatory standards in December 2014 and were re-added to the list of products subject to mandatory standards from late December 2021/early January 2022.
At present, the company is working with many importing and manufacturing companies in this field.
*Type Approval of Imported Tires
Given the significant role of tires in improving vehicle performance and ride quality, as the final rotating component of the powertrain and a key component in vehicle control, and considering their unique ability to withstand the forces generated by the transfer of engine power to the road surface through the tires, as well as the forces exerted by the road surface—including uneven surfaces, obstacles, and different road conditions—on the tire, their importance is undeniable.
Therefore, depending on their applications, tires have gained a special position in the military, aviation, urban and intercity transportation industries, and so on. Accordingly, this component represents a suitable economic market for tire importers in the automotive sector, which has led many companies, through dealerships representing European and Asian tire brands, to express interest in importing this important economic component.
In accordance with the requirements of the National Standards Organization of Iran, all tire manufacturers and importers in the country are required to comply with mandatory national standards based on the international standards ECE R30, ECE R54, and ECE R117.
Iran Standard and Quality Inspection Company, as one of the most active companies in this field, is working with many tire-importing companies and carrying out the type approval process for imported tires.
*Inspection of Imported Used Tractor Units
As part of efforts to modernize the country’s road transportation fleet and replace existing worn-out vehicles with vehicles that comply with current European standards, with the aim of increasing vehicle owners’ satisfaction and reducing fuel consumption as the average age of this aging fleet increases, the Council of Ministers held a meeting on June 25, 2018 at the joint proposal of the Ministry of Roads and Urban Development, the Ministry of Economic Affairs and Finance, and the Plan and Budget Organization of the country. At this meeting, pursuant to Clause (ث) of Article (30) of the Permanent Provisions of Development Programs Law of the Country (enacted in 2016), the conditions required for issuing permits to import used trucks less than 3 years old were determined. In this regard, Iran Standard and Quality Inspection Company has played a highly active and significant role in inspecting used trucks imported into the country and has so far inspected a large number of different imported truck brands at customs offices in western Iran.
