**Inspection and Supervision of Compliance with Vehicle Emissions Standards**
Since 1999, the Vehicle Emissions Monitoring Department has been responsible for inspecting and monitoring the emissions and fuel consumption of gasoline-powered passenger vehicles, diesel-powered heavy-duty vehicles, and motorcycles, as assigned by regulatory authorities, including the Department of Environment.
In accordance with the new guidelines issued by the Department of Environment regarding the issuance of Type Approval (TA) certificates for vehicle emissions, Conformity of Production (COP) assessment of domestically manufactured products, and environmental assessment of imported vehicles, as of September 6, 2026, the inspection processes, including obtaining environmental permits and registration-related approvals, are carried out through the National Air and Climate Change Center of the Department of Environment, followed by referral to an accredited laboratory.
Accordingly, the National Testing and Environmental Center Department of Iran Standard and Quality Inspection Company (ISQI), in accordance with the aforementioned guidelines and upon referral from the Department of Environment, carries out the following stages and processes:
**Passenger Cars / Motorcycles
* Sampling and sealing of vehicles or motorcycles at manufacturing companies
* Validation of emission-related components
* Conducting tests
* Preparing the vehicle report and approval letter
* Conducting opacity tests and preparing reports for heavy-duty diesel vehicles
In addition to the above-mentioned activities, the department is also responsible for the following:
* Coordinating with the Department of Environment and handling matters related to the Integrated Vehicle Affairs System
* Planning tests referred to the company by the Department of Environment
* Reviewing and analyzing results and performing statistical calculations
* Preparing and reporting various detailed and analytical reports on vehicle emissions and fuel consumption
