Certification, Type Approval and Production Matching (COP) and Physical Inspection of Automobile, Motorcycle and Agricultural Machinery

Type Approval

In order to present their products to the market, car manufacturers need to obtain various licenses from the responsible organizations in the fields of environment, safety, fuel consumption, etc. in order to find permission to enter the market by proving that their products comply with safety and environment. In this regard, car manufacturers or importers are required to obtain a vehicle license from the National Standards Organization of Iran. The type approval license is issued based on the technical requirements of the EC/46/2007 standard.

It is necessary to explain that the basis of car type approval standards are European and ECE standards, and the car is the latest decision of the National Standards Organization of Iran, the number of type approval standards has been changed to 85 titles since 2016.

COP  (Conformity of Production)

Inspection of conformity of production (COP) is a set of inspections and supervisions that are carried out to ensure the conformity of mass-produced products with the initial sample that has already obtained a type approval certificate. Production conformity inspection includes two parts “initial evaluation” and “periodic evaluation”. The initial evaluation is done at the type approval stage and after reviewing and confirming the documents, and its purpose is to ensure the existence and establishment of quality management systems, the existence and establishment of methods and instructions that guarantee effective control during production, as well as the inspection and control of the sample produced with It is a prototype.

Periodic evaluations are done after the type approval certificate is granted and during the mass production of the car. The noteworthy point is that this process was announced by the National Standards Organization of Iran at the end of 2019 and has been fully implemented by the inspection companies since the second half of 2012. Vehicle inspection

After the formulation of the user standard in 2009 and its notification by the Ministry of Industries and Mines, at the time when the user inspection was made mandatory, the Iran Standard and Quality Inspection Company, which had an effective role in the preparation of the aforementioned standard, also inspected cars in this field of work and submitted a report to Ministry of Mining Industry and Trade. The purpose of this process is to fix the defects in the use of incomplete cars for transporting cargo and passengers and to regulate the said cars. This company is working as the most active company in this field with many user-building companies.

Compilation of standards

Since 2003, the vehicle inspection engineering unit has compiled more than 700 standard titles in the fields of automobiles, motorcycles, agricultural machinery, forestry and road construction, aerospace, telecommunications, technology and information, of which more than 80 standard titles are from Iran’s national standards organization has been introduced as mandatory, the most important of which are the complete set of vehicle type approval standards, agricultural and forestry machinery type approval standards, and a part of motorcycle type approval standards.

After the compilation of 55 EEC standards in 2003 by the engineering affairs unit and receiving the award for the best standard drafting company in the same year, the drafting affairs of the National Organization of Standards of Iran has shown its interest in continuing cooperation in this field, so that in all meetings related to drafting The new standards have invited this company to cooperate and share ideas.

Confirming the type of machinery (agriculture and road construction, mineral)

This activity in the field of type approval of road construction and agricultural machinery started in July 2013. However, road construction and mining machinery was removed from the list of mandatory standard goods from December 2014, and was added to the list of mandatory standard goods again from January 1, 2021.

Approval of the type of imported tires

Considering that the effective role of the tire in improving the performance and ride quality of the car as the last rotating member of the power transmission system that plays an essential role in controlling the vehicle and its unique features to withstand the forces caused by the transmission of engine power to the ground surface. The tire means and vice versa the force coming from the surface of the ground (roughness, obstacles and different road surfaces) to the tire body is undeniable, therefore, based on the scope of its application, it has a special place in the military, aviation, urban and suburban transportation industries, etc.

Therefore, this part in the car will be a suitable economic market for tire importers, which is the reason why many companies tend to import this important economic part by using European and Asian tire dealers.

According to the requirements of the National Standards Organization of Iran, all tire manufacturers and importers in the country are required to comply with the mandatory national standards based on the international standards ECE R30, ECE R54 and ECE R117.

Iran Standard and Quality Inspection Company, as one of the most active companies in this field, is working with many tire importing companies and carrying out the process of confirming the type of imported tires.

Inspection of imported trucks

In order to modernize the country’s road transport fleet and replace cars that meet European standards with worn-out cars in the country in order to increase the satisfaction of car owners and save fuel by increasing the average age of this worn-out fleet, the Board of Ministers, at the joint proposal of the road ministries and Urban Planning, Economic Affairs and Finance and the Country Planning and Budget Organization held a meeting on 07/04/2018.

In this meeting, with reference to Article (30) Clause (3) of the Law of Permanent Decrees on the Development Programs of the Country (approved in 2016), the conditions required for issuing the entry permit for used trucks under 3 years of construction were determined. In this regard, the Iran Quality and Standard Inspection Company has played a very active and prominent role in the inspection of used trucks imported to the country and has inspected a large number of different brands of imported trucks in the customs offices of the west of the country.
